For whom

Built for public sector leaders.

Public institutions are being asked to do something historically unusual: transform fundamentally while continuing to deliver every day. The old playbook — procure a system, write a strategy, restructure a department — isn't enough.

This programme is for leaders who are ready to move past the transformation theatre and do the actual work: rebuilding how their organisation learns, decides, and delivers value to citizens in a digital age.

Participants typically sit at director or deputy-director level in ministries, agencies, municipalities or state-owned enterprises. Many are sponsored by their institution as part of a broader change initiative.

Curriculum

Eight days, four themes.

Delivered as four two-day immersions spread over four months, with coaching and cohort work in between.

/ 01 · Days 1–2

Seeing the system

The forces reshaping public institutions — from platform governance to demographic pressure to AI. Systems mapping and the leadership implications of operating inside a complex, adaptive institution.

/ 02 · Days 3–4

Leading creative change

The science of creativity and innovation in bureaucratic contexts. How to design conditions for good ideas, make decisions under deep uncertainty, and protect experimentation inside risk-averse institutions.

/ 03 · Days 5–6

Digital for citizens

Service design, data, and what digital government actually looks like when it works. Case studies from leading jurisdictions and hands-on work on participants' own transformation challenges.

/ 04 · Days 7–8

Your leadership practice

Integration. Each participant leaves with a concrete change plan, peer accountability structure, and a refined sense of the leader they want to be in this moment.

Outcomes

What you'll take away.

/ 01

A sharper strategic lens

Frameworks for diagnosing what's actually happening in your institution — beyond the narratives everyone repeats to themselves.

/ 02

A peer network across borders

Relationships with fellow senior public leaders you can call when you hit a wall. This network is often what participants value most years later.

/ 03

Practical tools for Monday

Every module produces something you can use in your organisation the following week — not theoretical models you'll never open again.

/ 04

A renewed sense of agency

Public sector leadership is hard. Participants consistently leave reconnected to why they started — and more confident about what they can change.
